Erik Rappel
COO / Chief Operations Officer
Erik Rappel has 30 years of construction experience, having worked in various sectors of construction. Out of the ground construction, renovation of commercial & institutional properties. Erik has a keen eye for details, he is able to handle multiple projects of various degrees of difficulty. He manages the day-to-day operations including but not limited to manpower, allocation, sub-contractors, coordination, and oversight. Erik has the unique ability of being able to foresee potential difficulties on projects before they arise. Erik has built over 1 million square feet of space in his 30 years of experience.
Erik’s diverse background in retail, institutional, corporate, mid-rise & big box construction enables him to manage almost any type of project.

Anthony Magadino
General Superintendent / Field Operations
Anthony Magadino is a dynamic and detail-oriented Site Superintendent with over 30 years of experience managing high-profile residential and commercial projects in the Tri-State area, as well as in Philadelphia and Florida. With his proven expertise in overseeing luxury retail developments, residential apartment complexes, and commercial projects, Anthony ensures that projects are completed on time, within budget, and to the highest quality standards. He is adept at coordinating subcontractors, managing project timelines, and maintaining compliance with safety regulations and excavation. His strong leadership and communication skills foster a collaborative work environment, allowing for effective problem-solving and client satisfaction. He continuously displays a strong commitment to delivering exceptional results while optimizing resources and enhancing team performance.

Steven Gargano
Project Executive
Steven Gargano is an experienced construction project manager with over fifteen years of experience overseeing commercial, institutional, and mixed-use construction projects from preconstruction through closeout. He has a proven ability to manage budgets, schedules, subcontractors, and project teams while maintaining high standards of quality, safety, and client satisfaction. Steven is responsible for coordinating architects, engineers, vendors, and field personnel to ensure projects are delivered on time and within budget.

Throughout his career, Steven has managed all phases of construction including project planning and scheduling, cost control, procurement, subcontractor coordination, quality assurance, and regulatory compliance. He is highly effective in client and stakeholder communication, issue resolution, and risk mitigation, and brings strong leadership, organizational, and problem-solving skills to every project. His background includes both new construction and complex renovations across a wide range of building types.

Steven holds a Bachelor of Science degree in Construction Management and is OSHA 30-hour certified, along with multiple site safety and trade-related certifications. His hands-on field experience and technical proficiency support Norco Construction’s ability to successfully execute projects from inception through completion.

Islanders Training Facility interior build-out ($4.4M); Hallock Visitors Center new construction ($900K); St. John the Baptist High School chapel and lecture hall renovations ($505K); multiple Starbucks retail build-outs and renovations (Staten Island, Ridgewood, facilities program); metal building projects (8 projects, $225K–$6M); storage facility new construction and renovations (6 projects, up to 160,000 SF); hotel and hospitality renovations in Montauk; RXR Properties office fit-outs; commercial building renovation and retail conversion at 718 Medford.

Robert Hanna
Controller
Rob Hanna is Norco’s Controller with 30 years of experience in construction accounting and financial management. He oversees the company’s financial operations, including project costing, job cost management, payroll, accounts payable and receivable, project billing, cash flow, and financial reporting.

Rob works closely with project managers, superintendents, and company leadership to track project performance and provide the financial insight needed to keep projects on budget and running efficiently. His strong understanding of construction accounting allows him to identify potential issues, maintain accurate financial records, and support informed decision-making throughout the life of a project.
With a keen eye for detail and a practical approach to financial management, Rob helps streamline the process, improve financial efficiency, and provide the oversight necessary to support Norco’s projects and overall profitability.

Jessica Madden
Director of Internal Operations
Jessica Madden serves as the Director of Internal Operations, overseeing the day-to-day administrative and operational functions of the company. With a strong background in construction business operations, Jessica works closely with company leadership, project management, accounting, and field personnel to keep the organization running smoothly.

Jessica manages a wide range of responsibilities, including office administration, human resources, employee coordination, internal communications, and business development support. She plays an important role in keeping teams connected, improving internal procedures, and ensuring the information and resources needed to support projects are readily available.

Jessica focuses on building strong internal systems and maintaining an organized, professional work environment. Her ability to coordinate across departments and anticipate the team’s needs helps Norco operate efficiently and allows project teams to stay focused on delivering successful projects.
